5. Police Matters:- The Chairman welcomed Officers Kay Gill and Reg Nawarauckasgraham who gave the recent status of activity within WK. Break-ins and attempted break-ins have occurred both at night and during daylight and householders should ensure doors, windows and garages are locked. Leaflets with contact phone numbers will be placed in the public halls and library.

Petition raised in WK objecting to removal of swing park. 2nd Request for Service sent to NAC on 22 Apr asking for clarification and informed a reply would be sent within 20 days. However, in the 5 May edition the Ardrossan and Saltcoats Herald published a statement from the Head of NAC Environment, Craig Hatton saying that "claims that the council is flattening the children's play park in West Kilbride are entirely untrue. In fact, the council will be upgrading the park in the near future."

IR visited Saltcoats Police Station re:phone contacts, all numbers called go to same call centre. 999 calls are dealt with by more experienced people at the call centre. Noted from Garnock Valley and WK Area Committee minutes of 31 March 2010, that Strathclyde Police advised the committee that overall recorded incidents in WK showed an increase of 24% when compared with the same period last year.

c) 2 Ardneil Avenue - to erect extension to side and rear of detached dwelling. IR declared an interest. Cllr. Barr left the meeting for this item. WKCC discussed.

d) 27 Portencross Road - renewal of existing unexpired Planning Permission.

- resulting from resident complaints re: access onto A78 from Yerton Brae and Fullerton Drive, Cllr Barr has been in contact with AMEY who will discuss the use of traffic lights with Transport Scotland

- from Apr.2010 NAC will charge £12 for pick up and disposal of from 1 to 5 items such as washing machines, refridgerators, etc.

- Excellent service from NAC's Graffiti Unit - A call made in mid-afternoon was responded

- item 6.1d) was discussed. re: NAC Planning Forum in Largs, set for 17 Feb. and after that WKCC will hold a meeting to update members and prepare input.

- item 6.1e) was discussed re: other Hunterston proposals such as maritime decommissioning and wind turbines.

- it was noted that the public toilet on the Saltcoats prom was being painted on 4 Feb and the question was raised as to when the one in WK - Craft Town Scotland would get the same treatment.

- WKCC was saddened to hear of the passing of Frank Craig, Chairman of Ardrossan CC and a member of Hunterston SSG.

- the subject of CCTV in WK was raised prior to the meeting, apparently there are already a number of cameras but the status needs to be properly checked before proceeding any further with the subject.

- a printed copy of West Kilbride Community Council monthly minutes can be read in the library and from Jan 2009 have been posted on the s1westkilbride website each month.

g) IR - broken drainpipe at public toilet on Glen Rd - acknowledged but no action to repair Will re-submit. The broken drainpipe has now been added to the garden rubbish heap, see 6e.

c) 31 Ardrossan Rd - decking to rear for consumption of food and drink. Noted.

d) 14 Portencross Rd - erect extension to rear of dwelling with dormer and balcony - no objection.

e) 26 Ritchie St. change of use to form dwelling and shop unit - plans requested.

- the only public toilet in Scotland's Craft Town is reported as being in a disgusting state.

- a CC member raised a concern regarding clarification of Police phone numbers, will email Strathclyde Police.

- the number blue/white arrow signs on lamposts is thought to be excessive, will ask NAC if they

are authorised.

- it is reported that payment to NAC for a Security Buzzer has to be paid by cheque which can be difficult for user.

- the NAC ePlanning system is proving difficult when zooming in on a detail and trying to relate it to the overall plan.

- a number of break-ins were reported at the meeting.

- email from Katy Clark MP re: meeting at WK Community Centre on 29 Jan. Speaker will be Alan Simpson MP, a UK Government adviser on Climate Change and Energy.

- it was agreed to write to Cllrs re; Hunterston developments.

- Mr J Crook stated both his concern and support for the local shops and long may they continue.

- Congratulations to Lesley Richardson who was named Best Teacher at the West Sound Community Awards.

- after discussion the meeting agreed to note the following. That recent proposed developments for Hunterston have focused on a COAL FIRED POWER STATION. However, there are other proposals worthy of mention and they are a MARITIME CONSTRUCTION AND DECOMMISSIONING YARD and a CONTAINER TRANSHIPMENT HUB. All 3 are part of the National Planning Framework for Scotland (NPF2) published in June 2009.

North Ayrshire Council have recorded their concerns regarding a COAL FIRED POWER STATION and a MARITIME CONSTRUCTION AND DECOMMISSIONING YARD.

WKCC have raised concerns many times about the A78 through Seamill being unsuitable to support such industrial developments as these proposed for Hunterston. The Scottish Government position is that the developer would be responsible for any road development, if necessary.

In May 2006 a report for the Scottish Government's Freight Transport Inquiry recorded that 'the proposed development of Hunterston will lead to a large increase in land-based freight traffic to and from the port road links to Hunterston also give cause for concern with both the A78/A8 through Largs, Wemyss Bay and Greenock and the A78 southbound through Seamill being unsuitable for large numbers of heavy goods vehicles. Presumably this was relating only to the Container Transhipment Hub at that time.

d) 18 Ardossan Rd. - erect a conservatory to the front of detached dwelling - no objection from WKCC.

6.1.a) the plans for 89 Ardrossan Rd were reviewed as they were not available for the March meeting - noted, no objections from WKCC. 6.2 Councillor's Report No reports as there were no Councillors present at the meeting.

7. AOCB

a) concern raised about the status of the disabled Parking Place outside the Village Hall WKCC will discuss with Village Hall management.

b) clarification requested as to whether the new football pitches at the school are being hired out - checked with school since meeting and they haven't authorised use of facility out of hours except supervised use on Saturdays. Any observed use outwith this should be reported to Police.

c) the planter at the bus stop outside the Village Hall is causing difficulty to passenger getting on and of buses - email sent to Councillors Barr and McLardy asking for help to resolve.

d) the poor standard of road surfaces within West Kilbride was noted in the WKCC Feb.2009 Minutes and the Ardrossan & Saltcoats Herald dated 8 Apr. 2009 reports that many of Ayrshire's roads are in the same state.

e) Ardlaw trees need trimming back - WKCC will contact NAC.

f) WKCC Secy attended Irvine Bay Regeneration Bay Co. AGM - gave meeting a brief update though WK not directly affectedg) WKCC Secy & Vice Chairperson attended the Village Hall Annual Meeting - all 3 NAC Local Councillors were in attendance.

h) it was agreed that WKCC should keep in contact with our MSP re: developments at Hunterston and its impact on the A78 through Seamill.

i) burst water pipe in the Glen was reported to the meeting - will contact Scottish Water.

4. Matters Arising from Minutes:- R Doughty has now been co-opted to the Community Council with no objections.

5. Correspondence from:-

a)NAC Council Agenda, received for 11 Mar. 2009 - noted.

b)NAC Committee Minutes to 11 Mar. 2009 - noted.

c)NAC Planning - 31 Ardrossan Rd , change to Planning Application 07/00832/PP - no objection by WKCC.d)NAC Licensing, Premises Licenses Applications - noted.

e)NAC Licensing, Overprovision Assessment Consultation - noted, Mr O'Brien as the author of the document expanded on it's contents and there was a short discussion on the document's implications for the Community.

f)Letter from Kenneth Gibson MSP replying to email from WKCC re: A78 & accidents - accident statistics supplied up to 2007. 2008 not yet available. At this point there is no traffic management work planned unless in conjunction with the Hunterston /DONG proposals. The MSP is having discussion with the Police and Transport Scotland regarding a number of safety initiatives in West Kilbride. From his discussions with Transport Scotland it appears that they are of the view the majority of accidents which occur on the A78 are due to driver error.

g)letter from Katy Clark MP re: A78 & Hunterston developments - the MP wrote to the Scottish Government Transport Minister. He replied saying that the A78 is a relatively lightly trafficked with an Annual Average Daily Flow (AADF) of less than 10,000 vehicle. etc.; that a developer (e.g. Peel Energy/Dong) would generally be required to undertake a transportation assessment of the area as well as an environmental analysis. His reply was in response to a Nov.27 email that WKCC sent to our MP, our MSP and our Councillors regarding the A78 and developments proposed for Hunterston. Our MSP replied earlier.

h)NAC Scrutiny Committee report received - noted.

Correspondence to:-

a)email to NAC Cleansing - re: Council vehicles cluttering the junction of St Brides Rd and Gateside St - no reply.

b)NAC have said Alton St nameplates will be replaced in Jan/Feb or when staff resources allow. Closed. Re-opened because it was 1st reported 9 months ago and still not replaced.

Letter to be sent to NAC Chief Executive to alert him to an ineffective and apparently unaccountable process for people who use the 0845 phone number.

c)phoned 0845 number on Feb.17 re: road signs opposite St Andrews church, they appear to have been clipped by a truck, or subject to vandalism.

6.NAC Business

No reports as there were no Councillors present at the meeting.

7. AOCB

- an Information Meeting was held on Feb.23 for Community Councillors at the request of Peel

Energy/Dong Energy on their proposed plans for a Clean Coal Power Station at Hunterston, the

same as they have already held with Millport, Largs and Fairlie and as instructed by NAC.

A report of the meeting will be tabled at the next meeting of WKCC.

- Cllr McLardy has contacted WKCC re: table in Kirktonhall, valuer has been involved but the table will be extremely difficult to remove from the building. The table belongs to the Community, but will have to stay in Kirktonhall.

- attended a presentation on NAC Mainland Housing Needs and Demands Study on Feb.20. The

presentation addressed only social and affordable housing not all housing sectors.

- letter to ask for clarification as it is in contradiction with the Ayrshire Joint Structure Plan content.

- a member of WKCC will attend Irvine Bay Regeneration Company's Annual Public Meeting on Mar 19.

8. Next proposed Community Council Meeting will be on 13th April, 2009 in the Village Hall, Arthur St.

What is a Community Council?

Community Councils were established by the Local Government (Scotland) Act 1973 as a way of bridging the gap between local authorities and local communities. Community Councils comprise a number of volunteers who are elected or co-opted to serve as Community Councillors. Each Community Council usually appoints from its membership a Chair, Secretary and Treasurer whose roles are set out in more detail later in this guide.

The purpose of Community Councils is provided in very generalised terms in the Act itself, but their role can be broadly said to be about:
* finding out what local people think about issues affecting the local community
* making sure that Councils and other public bodies are aware of those views
* communicating information to the local community and
* generally acting in the interests of the local community.

More specifically, Community Councils:
* have a statutory interest in the planning process
* may have an interest in liquor licensing and some other licensing matters

Community Councils have an important role to play in ensuring that their local authority and other public bodies are as informed as possible about the needs and wishes of local communities and in helping to keep the local community informed. If Community Councils are to be fully representative and act in the interests of their communities as a whole, it is important that they do not favour a particular political party, ethnic group, gender or age group. They should make an effort to seek the views of the local community and avoid any automatic assumption that Community Councillors' personal views reflect those of the wider community.

Personally I highly recommend going to one of the meetings to actually see what they do. I did and I found it very informative and now know who to speak to about certain issues.
