Stewart and PC McLaughlin gave a description of the new organistion and its improved coverage for WK and information on local initiatives during the build up to the Christmas period. Members highlighted parking concerns and worries of possible drug dealing which was noted. The Committee thanked the Officer for their presence and the information they provided.

a) The Fort, Ardrossan Rd.- to erect a garden gazebo.
b) Whinhurst Lodge, Portencross- to form dormer and roof lights to rear of dwelling.
c) 2 Faulds Wynd – to erect replacement conservatory to rear of detached dwelling.

8. AOCB
- Agenda Item 8 for the 14 Dec. Meeting of the Exec. of NAC is to present information to support proposals on the future of Community Halls, Centres and Libraries. The Item mentions West Kilbride’s Community Centre, Village Hall and Library and members of the public are urged to read this item on NAC’s website.
- the Barony extension re: purchase of the graveyard from NAC. WKCC have sent a letter to NAC on the subject.
- Mr Kerr raised two subjects. Firstly, why the WKCC minutes were not being kept up to date on the s1westkilbride website. The answer is that the website has been refurbished recently and some problems have been encountered since then. Frequent contact with s1 personnel have taken place and only this past week do these problems seem to have been resolved. Mr Kerr’s second concern was in regard to WKCC’s lack of involvement in a WK one-way traffic system. The Community Council is unaware of this and surprised to read in both local newspapers on 1 Dec. that a local Neighbour Watch meeting would be updated on the progress. Local Cllrs have not advised WKCC about the system and no members of the public have raised the subject at any recent Community Council meetings.

a) 4 Avondale Rd - to form carport to side of detached dwelling.
b) 5 Hyndman Rd - to erect a two storey extension to side and a single storey to rear of dwelling.

- a number of dead trees along A78 verge in Seamill will be removed and replaced.
- Cllrs have visited site of proposed CCS Coal Power Station at Hunterston as well as viewing site from Milport and Fairlie Moor.

- it is reported that parking on Meadowfoot Rd near to traffic lights at the railway bridge is causing a hazard and could well be dangerous.
- also parking on Tarbert Ave is causing difficulties.
WKCC will contact Police.

a) Law Farm - renewal of unexpired planning permission. No objection.
b) The Stables - erection of timber decking (retrospective). No objection.
c) 9 Law Brae - felling of trees within Tree Preservation Area Order. Noted.
7.2 Councillor’s Report
- Cllr Barr reported that there had been no reply re:A78/Yerton Brae traffic signal status.
- The Police are introducing new shift patterns, see Police Matters above.
- Cllr Barr was made aware that there is none of the signage assigned to the 2 shore car parks on A78 though they belong to NAC they are not the responsibility of the Roads Dept.
8. AOCB
- the bridge repair across from the Glen Foot Hotel is noted and looks very good.
1) in Nov. 2009 WKCC made a Request for Service to NAC to either repair or remove the chain fencing on Glen Rd.
2) in Mar. 2010 WKCC made a Request for Service to NAC to refurbish the toilets in Glen Rd.
3) in Mar. 2010 WKCC made a Request for Service to NAC to paint the swings in the Glen. This coincided with a petition and a press statement in May by NAC saying that the swingpark was to be upgraded.
Cllr McLardy was notified of these requests.
To date the toilets have been painted and a couple of roundabouts removed from the swingpark. This is poor service from NAC and does not score any points when measured against the Single Outcome Agreement.

5. Police Matters:- The Chairman welcomed Officers Kay Gill and Reg Nawarauckasgraham who gave the recent status of activity within WK. Break-ins and attempted break-ins have occurred both at night and during daylight and householders should ensure doors, windows and garages are locked. Leaflets with contact phone numbers will be placed in the public halls and library.

Petition raised in WK objecting to removal of swing park. 2nd Request for Service sent to NAC on 22 Apr asking for clarification and informed a reply would be sent within 20 days. However, in the 5 May edition the Ardrossan and Saltcoats Herald published a statement from the Head of NAC Environment, Craig Hatton saying that "claims that the council is flattening the children's play park in West Kilbride are entirely untrue. In fact, the council will be upgrading the park in the near future."

IR visited Saltcoats Police Station re:phone contacts, all numbers called go to same call centre. 999 calls are dealt with by more experienced people at the call centre. Noted from Garnock Valley and WK Area Committee minutes of 31 March 2010, that Strathclyde Police advised the committee that overall recorded incidents in WK showed an increase of 24% when compared with the same period last year.

- Congratulations to Lesley Richardson who was named Best Teacher at the West Sound Community Awards.
- after discussion the meeting agreed to note the following. That recent proposed developments for Hunterston have focused on a COAL FIRED POWER STATION. However, there are other proposals worthy of mention and they are a MARITIME CONSTRUCTION AND DECOMMISSIONING YARD and a CONTAINER TRANSHIPMENT HUB. All 3 are part of the National Planning Framework for Scotland (NPF2) published in June 2009.
North Ayrshire Council have recorded their concerns regarding a COAL FIRED POWER STATION and a MARITIME CONSTRUCTION AND DECOMMISSIONING YARD.
WKCC have raised concerns many times about the A78 through Seamill being unsuitable to support such industrial developments as these proposed for Hunterston. The Scottish Government position is that the developer would be responsible for any road development, if necessary.
In May 2006 a report for the Scottish Government's Freight Transport Inquiry recorded that 'the proposed development of Hunterston will lead to a large increase in land-based freight traffic to and from the port road links to Hunterston also give cause for concern with both the A78/A8 through Largs, Wemyss Bay and Greenock and the A78 southbound through Seamill being unsuitable for large numbers of heavy goods vehicles. Presumably this was relating only to the Container Transhipment Hub at that time.

The Chairman welcomed PC Michelle Tomkinson to the new session of WKCC. She proceeded to brief them on a various illegal activities happening in West Kilbride at present. They are vandalism including damage to the bridge traffic lights on Meadowfoot Rd and various incidents of graffiti; house and garden shed brakeins and emphasized the need to lock doors. Car number plates have also been stolen from a number of cars.She noted that inconsiderate and sometimes dangerous parking of vehicles and dog mess are ongoing problems.
WKCC raised vandalising of an electricity box on Meadowfoot Rd near to bridge traffic lights.

- Mr Angus Kerr expressed his view that WKCC had objected to the Planning Application for the Barony Church. It should be noted that Mr Kerr attempted to discredit WKCC regarding its submission and it was pointed out to him that the Community Council did not object and had only expressed concerns raised by the public regarding the plans. If it had been an official objection it would have gone to the Planning Committee, and it did not, it was approved under delegated powers by the Planners. Also the timescale taken to decide on the application was up to the Planning Department not WKCC.
